Bi-Weekly Wastewater Collection System Upgrade Notice

At this time residents can expect that the roads will remain unpaved for at least the next several weeks. Sargent plans to come back through and pave each road once the sewer has been completed on multiple streets. In the areas where the water and sewer work is being done, the road will not be paved until both water and sewer work is completed.

Areas that include both water and sewer work are: Nulty Street, Church Street, Cottage Street, Gage Street, Fowler Street, Walker Street, and the area of Willet Road intersection with Route 302.

A field engineer from Woodard and Curran will be going around to each house to confirm the proposed sewer lateral location with the property owner so please be on the look-out for them. The in-person meetings with the engineer are expected to being April 23rd in the Nulty Street Area.

Town Office Closure – Until Thursday 04/22/2021

Due to a positive COVID-19 test of an employee, in accordance with CDC guidance, the office will remain closed until Thursday, April 22nd, 2021. The affected staff member was last present at the Bridgton Town Office on Thursday, April 8th, 2021. Any member of the public who has been identified as an individual with “close contact” which is described by the CDC as “Someone who was within 6 feet of an infected person for a cumulative total of 15 minutes or more over a 24-hour period starting from 2-days before illness onset.” will be notified accordingly.
Staff members are working remotely at this time and all Department Heads are available via email or cell phone. A list of services for the Town Clerk’s office available for online processing can be found on the Town’s website, on the Town Clerk’s page at https://bridgtonmaine.org/town-clerk/.

FEMA Mobile Vaccination Clinics Coming Soon!

FEMA Mobile Vaccination Clinics are coming to our area!

April 18th – April 22nd at the Windham Mall – 795 Roosevelt Trail, Windham

April 30th – May 3rd at the Fryeburg Fair Grounds – 1154 Main Street, Fryeburg

 

The goal is to vaccinate up to 250 people per day at the mobile clinic.  Vaccinations will be free. Please note that appointments are required in advance of the mobile clinic.  To check availability of appointments at specific clinics, please call the State’s Community Vaccination Line at 1-888-445-4111. Information on scheduling appointments at all sites will become available on a rolling basis on the state vaccination website in the coming days. Planning Board Public Hearing- April 28, 2021

The Planning Board for the Town of Bridgton will hold a Public Hearing at 5:00 P.M. on Wednesday, April 28, 2021. Public comments will be heard for the proposed Solar Farm project located on North High Street, known as Tax Map 11 Lots 1A, 3, & 4

Planning Board meetings will resume as in person meetings with a room capacity of 15 people. Please note that the standard Zoom Meeting will still be available. This login information can be found at the bottom of each agenda.

A copy of the proposed project can be viewed at the Town office by appointment. Agenda and instructions for Public Hearing will be posted at a later date on the Town website.

Wastewater Collection System Upgrade Important Notice

Representatives from the Town of Bridgton will be making their way around town over to course of this week to deliver important Wastewater Collection System Upgrade information to those residents who are able to connect to the new wastewater system.

Please note that any property owners who do not reside at the physical address of the affected property will have the information mailed to them at their mailing address on file. This information is also available on our Website and Facebook.

Upper Main Street Parking Lot Bid – Bids Due By 04/09/2021

ADVERTISEMENT FOR BIDS

UPPER MAIN STREET PARKING LOT

BRIDGTON, ME

Sealed Bids for the construction of the Upper Main Street Parking Lot, located on Main Street in Bridgton, ME will be received by the Town of Bridgton, at the Town Hall (mailing address: 3 Chase Street, Suite 1, Bridgton, ME 04009), until 2:00 p.m. local time on Friday, April 9, 2021, at which time the Bids received will be publicly opened and read in the Downstairs Meeting Room / Municipal Complex (10 Iredale Street, Bridgton, ME 04009).  The Project generally consists of:

Construction of a new parking lot on Upper Main Street.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum basis, with an additive alternate, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: HEB Engineers, Inc. (207-803-8265).  Prospective Bidders may examine the Bidding Documents on www.constructionsummary.com and www.worksinprogress.com.

Bidding Documents may be obtained from the Issuing Office electronic format (.pdf only) at no cost. Paper copies may be obtained from the Issuing Office either via in-person pick-up or via mail, upon receipt of payment for the Bidding Documents.  The non-refundable cost of printed Bidding Documents is $85 per set, payable to HEB Engineers, Inc.  An additional charge of $15 for regular postage or $30 for overnight postage will be applied to requests for mailed documents.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

To be considered a responsive Bidder, the Contractor shall have obtained at least one set of electronic or paper plans and specifications from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for the request of at least one set of electronic or paper plans and specifications exists in the Issuing Office. To meet this requirement and to be added to the official list of plan holders, a prospective Bidder must request electronic copies or purchase paper plans and specifications using the name that is to appear in the Bid Documents.

A pre-bid conference will not be held.

Bid security in the amount of 5% must be provided with each Bid in accordance with the Instructions to Bidders. The Successful Bidder shall furnish 100 percent Performance and Payment Bonds in accordance with the Instructions to Bidders (Section 00200). Notice to Proceed is expected to be April 30, 2021, and construction is expected to start May 10, 2021Project is subject to easements and revisions.  The Work is to be substantially complete by June 30, 2021, and completed and ready for final payment on or before July 30, 2021Liquidated damages of $500 per day will commence on June 30, 2021, for failure to complete the Work within the stipulated contract times.

Along with the Bid, the Bidder shall supply Certificates of Insurance to the Owner, as defined in the Supplementary Conditions. The Owner and Engineer shall be named as additionally insured prior to the execution of the Contract.

The Bidder shall submit to the Owner and Engineer a list identifying all Subcontractors, Suppliers, and other persons and organizations that are to furnish principle items of material and equipment.  The list shall be submitted with the Bid.  The contractor shall also complete the Bidder Qualification Statement with supporting data (00410-B) and submit with the bid.

The apparent Successful Bidder shall submit a Qualifications Statement for each Subcontractor, Supplier and other person and organization requested, if any.  The Qualification Statement(s) shall be submitted within five days of the Owner’s or Engineer’s request. Any such Subcontractor, Supplier, or other person or organization so identified may be revoked on the basis of reasonable objection after due investigation, in which case Contractor shall submit an acceptable substitute, without an increase in Bid price.

The Owner reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work, and to negotiate contract terms with the Successful Bidder, and the right to disregard all non-conforming, non-responsive, unbalanced or conditional Bids.  Also, Owner reserves the right to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is non-responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by Owner.

COVID-19 Vaccination Clinic – Tuesday, April 6th

The Bridgton Community Center will become a vaccination clinic on Tuesday, April 6th, 2021 from 9:30 a.m. to 1:00 p.m. for individuals that are 50-years of age or older only.

FY 2022 Proposed Budget

Budget Workshop with the Selectboard will take place on Monday, March 1st, 2021 beginning at 9:00 a.m. and Tuesday, March 2nd, 20201 beginning at 3:00 p.m. These workshops will be virtual only, except for staff and the Selectboard.

 

This workshop will be available for anyone to join in and listen; however, this workshop will not be open to public comment.

Notice of Intent to File – Maine Stormwater Law License

NOTICE OF INTENT TO FILE

MAINE STORMWATER LAW LICENSE APPLICATION

Please take notice that the Bridgton Sewer Department of 3 Chase Street Bridgton, ME intends to file a Stormwater Law permit application with the Maine Department of Environmental Protection (ME DEP) pursuant to the provisions of 38 M.R.S.A § 420-D on or about March 15, 2021. The application is related to the construction of a new wastewater treatment facility and effluent disposal fields on Portland Road.

A request for public hearing or request that the Board of Environmental Protection assume jurisdiction over this application must be received by the Department, in writing, no later than 20 days after the application is found by the Department to be complete and is acceptable for processing. A public hearing may or may not be held at the discretion of the Commissioner or the Board of Environmental Protection. Public comment on the application will be accepted throughout the processing of the application.

The application will be filed for public inspection at the Department of Environmental Protection’s office in Portland during normal working hours. A copy may also be seen at the municipal offices in Bridgton, Maine.
